What is Rajya Puraskar – Bharat Scouts & Guides ?
Rajya Puraskar Badge consists of the emblem of the Bharat Scouts & Guides at the bottom, the Ashoka Chakra at the top, and word ‘SEVA’ in Devanagari script in the center surrounded by a laurel.
Scouts / Guides who have already earned the qualifying Badges will have to attend a Rajya Puraskar Testing Camp organized by the State Association under the supervision of the State Organizing Commissioner(S) where the knowledge and skills of the Scout will be retested after being qualified in the State testing Camp, the Scout / Guides will be eligible for the award of Rajya Puraskar Badge and Certificate.
This award is presented by the Governor or Patron/President of the State Association on the recommendation of State Chief Commissioner and can be withdrawn under compelling circumstances by State Chief Commissioner.
Rajya Puraskar Requirements
1) Should ensure proficiency of knowledge and skill up to Tritiya Sopan Badge.
2) Hold Tritiya Sopan Badge and earn any three of the Proficiency Badges not earned earlier from among the given below:
1) Literacy 2) Community Worker 3) Ecologist 4) Leprosy Control 5) Sanitation 6) Soil Conservator 7) Rural Worker
3) Earn any one of the Proficiency Badges from each of the two groups:
Group-A
(i) Camper (ii) Naturalist (iii) Signaller (iv) Electrician (v) Starman (vi) Dairy Man
Group-B
(i) Public Healthy man (ii) Cancer awareness (iii) Healthy Man (iv) Nutrition Educator (v) Farmer
Note:
(i) Rajya Puraskar is awarded by the Governor / Patron of the Association.
(ii) The Proficiency Badges are issued on the basis of certificates issued by independent examiners arranged by Training Counselor and appointed by Local or District Badge Committee.
(iii) Scouts who have already earned the qualifying Badges will have to attend a Rajya Puraskar Testing Camp organized by the State Association under the supervision of the State Organizing Commissioner
where the knowledge and skills of the Scouts will be retested. After being qualified in the State Training Camp, the scout will be eligible for the award of Rajya Puraskar Badge and Certificate.
iv) The State Chief Commissioner who is the final authority to grant Rajya Praskar Award shall issue from time to time suitable directives in respect of badge, tests etc. and ensure proficiency of knowledge and skills upto Tritiya Sopan Badge and Proficiency Badges.
v) This award including the Badge shall be the property of the State Association and has to be surrendered on demand by appropriate authority.
राज्य पुरस्कार का पाठ्यक्रम – State Award Syllabus Bharat Scouts & Guides
- तृतीय सोपान तक के टेस्टों में दक्षता सुनिश्चित करना
- तृतीय सोपान बैज प्राप्त करना
- एंबुलेंस मैन (Ambulanceman) बैज अर्जित करना
- अपने ट्रूप के साथ रात में कम से कम 10 किमी की हाइक करना तथा इसकी रिपोर्ट 10 दिन के भीतर स्काउट मास्टर को जमा करना
या
अपने ट्रूप के साथ रात में कम से कम 30 किमी की दूरी, साइकिल से हाइक करना तथा इसकी रिपोर्ट 10 दिन के भीतर स्काउट मास्टर को जमा करना - निम्नलिखित में से किसी एक पर 6 महीने के लिए कार्य करना तथा रिपोर्ट जमा करना । किचन गार्डन/छत का गार्डन/झूलता हुआ बगीचा/प्राकृतिक संग्रह।
- मैपिंग(Mapping):
निम्न में से किसी एक विधि का उपयोग करते हुए मानचित्र बनाना, जो पहले उपयोग में नहीं ली गई हो: समतल टेबल या ट्रायंगुलेशन(Triangulation) या रोड़ ट्रेवर्स - कैंप क्राफ्ट (Camp Craft):
a. सिंगल या डबल फ्लाई टेंट को पैक करना, तंबू गाड़ना और लगाना
b. जोड़ना(Splicing): आंख/पीठ/शॉर्ट- इनमें से जो पहले ना किया हो
c. एक पट्रोल पायनियरिंग प्रोजेक्ट बनाना - निम्नलिखित दक्षता बैजों में से कोई दो बैज हासिल करना, जो पहले अर्जित नहीं किए गए हों :
स्वच्छता प्रोत्साहक, पब्लिक हेल्थमैन , मृदा संरक्षक , सौर ऊर्जा जागरूकता, सुरक्षा जानकारी, ग्रामीण अभियांत्रिक, साक्षरता, सामुदायिक कार्यकर्ता , ग्रामीण कार्यकर्ता - निम्नलिखित दक्षता बैजों में से कोई दो बैज अर्जित करना जो पहले अर्जित नहीं किए गए हों :
कैंपर, पायनियर, स्टार मैन, फॉरेस्टर, नेचुरलिस्ट, ट्रेकर, इलेक्ट्रीशियन, संकेतक , कैंसर जागरूकता, हैल्दीमैन, न्यूट्रीशन एजुकेटर, फार्मर, डेयरीमैन, समुद्री फिशरमैन, मुझे स्वतंत्र रहना है (free Being Me ) - भारत स्काउट्स व गाइड वेबसाइट की जानकारी रखना तथा अपने क्षेत्र की जानकारी प्राप्त करना
समुद्री स्काउट (Sea Scout):
राज्य पुरस्कार टेस्ट के साथ-साथ समुद्री स्काउट को निम्न चीजें पता होनी चाहिए:
1) पीठ के द्वारा 50 मीटर तैरना
2) गोता लगाना तथा कुछ समय के लिए पानी की सतह के नीचे रह सकना
3) डूबते हुए व्यक्ति को बचाव विधियों से बचाना
4) सेमाफोर(Semaphore) विधि का उपयोग करते हुए सामान्य संदेश भेजना तथा प्राप्त करना
5) पड़ोसी देशों के राष्ट्रीय ध्वजों की जानकारी
6) कम से कम तीन दिशा बताने वाले तारों के बारे में जानकारी
वायु स्काउट (Air Scout):
राज्य पुरस्कार टेस्ट के साथ-साथ वायु स्काउट को निम्न बातों का ज्ञान होना चाहिए:
1) विभिन्न प्रकार के एयरक्राफ्ट के कम से कम दो प्रतिरूपी(Dummy) एरो मॉडल बनाना
2) एयरफील्ड्स, संकेत प्रणाली(Modes) की जानकारी
3) एयरफील्ड के मॉडल की योजना बनाना तथा तैयार करना
4) अपने देश के राष्ट्रीय नक्शे पर एयरफील्ड और हवाई अड्डों को चिन्हित करना
टिप्पणी (Note):
i. राज्य पुरस्कार बैज में भारत स्काउट्स व गाइड का निशान सबसे नीचे, अशोक चक्र सबसे ऊपर तथा बीच में देवनागरी लिपि में “सेवा” शब्द लिखा हुआ तथा लोरेल से घिरा हुआ होता है। राज्य पुरस्कार बैज को तृतीय सोपान बैज के स्थान पर पहना जाता है।
ii. यह बैज स्थानीय या जिला बैज समिति द्वारा नियुक्त किसी स्वतंत्र परीक्षक द्वारा जारी प्रमाण पत्र के आधार पर तथा राज्य स्तरीय जांच शिविर के संतोषजनक पूर्ण करने पर प्रदान किया जाता है।
iii. वो स्काउट जो पहले से ही क्वालीफाइंग बैजों को हासिल कर चुके हैं तथा राज्य जांच शिविर को क्वालीफाई करने के बाद वह राज्य के आयोजन आयुक्त की देखरेख में राज्य संस्था द्वारा आयोजित राज्य पुरस्कार जांच शिविर में भाग लेगा, जहां पर स्काउट का ज्ञान व कौशल पुनः जांच किया जाता है। इसको क्वालीफाई करने के बाद वह स्काउट राज्य पुरस्कार बैज तथा प्रमाण पत्र प्राप्त करने के योग्य होगा।
iv. राज्य मुख्य आयुक्त, जो राज्य पुरस्कार अनुदान करने की अंतिम प्राधिकार(Authority) होता है, वह समय-समय पर बैज, जांच आदि के बारे में आवश्यक दिशा-निर्देश जारी करता है तथा स्काउट के राज्य पुरस्कार बैजों तथा दस्तावेजों के ज्ञान तथा कौशल को सुनिश्चित करता है।
v. यह अवार्ड राज्यपाल या संरक्षक या राज्य संस्था के अध्यक्ष द्वारा राज्य मुख्य आयुक्त की अनुशंसा पर प्रदान किया जाता है तथा यह अवार्ड राज्य मुख्य आयुक्त द्वारा मजबूर परिस्थितियों (Compelling Circumstances) में वापस भी लिया जा सकता है
