CBSE Circular – Conduct of Foundational Learning Study (FLS) 2026
Vide letter number फा. सं. 31-6/परख/रा.मू.के ./2024-25 dated 18th February, 2026 it has been informed that the Foundational Learning Study (FLS) – 2026 will be conducted by PARAKH during the end of March 2026. The study aims to assess the Foundational Literacy and Numeracy (FLN) competencies of students at the end of Grade 3, with the State/UT serving as the unit of assessment.
The Foundational Learning Study (FLS) – 2026 marks a transition from the earlier paper-pen (OMR-based) mode adopted in 2022 to a tablet-based digital platform. The adoption of the digital mode, is expected to strengthen data quality and improve the efficiency and timeliness of reporting.
The study will cover over 10,000 schools and more than 1,00,000 students across 776 districts in 36 States/UTs, including Government (Central and State), Government-aided, and Private schools selected through sampling.
In this regard, Heads of all CBSE affiliated schools are requested to ensure the following:
- Sampled schools remain open and functional on the scheduled assessment dates.
- Extend full cooperation to the assessment teams deputed for the conduct of the Study
PARAKH at NCERT will provide overall technical guidance at the national level. At the State/UT level, coordination will be undertaken by Samagra Shiksha, SCERTs, SIEs, DIETs, and District Education Offices to facilitate effective implementation.
You are requested to extend full cooperation for the successful conduct of FLS-2026 as the findings are expected to provide evidence to support planning and targeted interventions for strengthening foundational learning outcomes.
